In all honesty bruh, what you are is skinny fat
You could start with cardio to get your body prepared for weight training and eat a surplus of good quality chow. Nothing fried or too carb heavy
Then when you feel the strength growing, hit the weights
Or hit the weights starting modestly and eat the same, then cut out the fat and calories
I'd recommend the first. Get your lungs able support the mass first, and you'll put on better, leaner bulk that you'll keep alot easier than if you just huff, puff and lift
Remember your lungs have to grow with your body. Or else it's just hormone pump that'll be gone when you get off the gear
Build your lungs first, the muscle will hang on better when or if you come off the gear
I would not recommend being on gear permanently unless your at least 35 or 40 and done having children and whatever
