Back when i was working at the powerlifting meets for the USPF the butt had to stay in contact with the bench and it is still that way today. And they were the biggest organization out there as i remember. Other organizations sprang up with what could be more lax rules which allowed them to grow as people would rather lift in meets that allowed them to acquire more impressive numbers to talk about then can be had with stricter rules.

There’s a league here in good ol’ Choina that not only allows the arch but will fail your lift if your head is not in contact w/ the bench for the entirety of the lift, or your if heels come off the ground. I might be mistaken but they don’t judge the bench by how many kgs are on the bar but by how many extra chromosomes the lifter has.
